I wanted to experiment with shutterspeed on this little waterfall, golfing in Leavenworth. The leaves are over-exposed. Hmmm... how do you NOT overexpose the greenery and still keep the lens open long enough for the blurry effect on the water? Is it all in the PSE work after?
The top one looks like you could take down the exposure for the whole image by 1/2 to a full stop. Did you try light-metering the grass instead of the waterfall? I know that may have resulted in an underexposed waterfall in the second picture, but it doesn't hurt to try. I like to use spot metering and try metering different parts of the image-to-be. I've found, for example, that I get the most colorful sunsets by metering a spot of sky close to the setting sun, rather than, say, the ocean or horizon.
